How the ACT Competency Based System Works
The ACT uses a Competency Based Training and Assessment (CBT&A) system, commonly known as the logbook method. Instead of relying on a single test, learners are assessed progressively across real driving situations with an accredited instructor.
You will complete 23 structured driving competencies that cover everything from basic vehicle control to advanced driving in traffic, hazard awareness, and decision-making. Each competency is signed off once you meet the required standard.
The program also includes two formal assessment stages and a final drive, ensuring you are safe, consistent, and confident on the road before progressing.

What is CBT&A in the ACT?
CBT&A stands for Competency Based Training and Assessment, where learners are assessed across 23 driving skills instead of a single driving test.
Do I have to take a driving test in Canberra?
No. If you complete the CBT&A logbook system with an accredited instructor, you do not need to sit a traditional driving test.
How many hours do I need in the ACT?
Learners under 25 must complete 100 supervised hours (including 10 at night). Drivers 25+ require 50 hours on your experience, learning pace, and frequency of lessons. The system is flexible and competency-based.
What happens after I complete the logbook?
Your instructor issues a Certificate of Competency, which you take to Access Canberra to receive your provisional licence.
What age can I start driving in the ACT?
You can get your learner licence from 15 years and 9 months after completing the required course and test.
Can I switch from logbook to driving test?
Yes, ACT learners can switch between CBT&A and the one-off driving test at any time.
